XTRM Group welcomes the issuance of General License No. 2 by the United States Department of the Treasury’s Office of Foreign Assets Control (OFAC) on July 10, 2026, authorizing transactions related to agricultural commodities, medicine, medical devices, replacement parts and components, software updates, and clinical trials under the Democratic Republic of the Congo Sanctions Regulations. We commend this important measure for reinforcing the principle that humanitarian assistance and access to essential healthcare should remain protected while targeted sanctions continue to address those responsible for undermining peace and stability.
This authorization represents a meaningful development for the Democratic Republic of Congo, particularly for communities affected by conflict and humanitarian challenges in the eastern part of the country. By providing greater legal clarity for humanitarian organizations, healthcare providers, suppliers, investors, and financial institutions, General License No. 2 will help facilitate the continued delivery of essential medicines, medical technologies, food, and agricultural products to the populations that need them most.
